Early Life
Roy was born in Guam to two working-class parents: a teacher and a retiree. His family hails from the village of Umatac but grew up on the opposite end of the island - Yigo. As he grew older, he regularly participated in leadership roles such as class leader, student council, and Class President.
Roy is a proud alumnus of Simon Sanchez High School graduating Class of 2014. During his time at Sanchez, he grew tired of waiting for local leaders to provide a brand new school campus for the student body. So he took matters into his own hands by contacting the Superintendent as well as writing a letter to the United States Congress expressing both the safety and concerns of the Simon Sanchez Students. He was even nicknamed "Governor" by his peers because of his persistence in getting his classmates a brand new campus.
Leading a cause soon became Roy's passion leading him to a career path in government and politics. He has experience working for both the Guam Legislature and under Senator Amanda Shelton as a policy researcher, policy writer, and community liaison.

Wanting change on Guam, Roy began his senatorial campaign one billboard (with his notable headshot) at a time. Being the youngest candidate in the election, Roy was passionate about proving to the island and to himself that he is worthy to become their senator.
Roy's countless hours of campaigning, listening to the people, and speaking about his beliefs paid off. Because of the people of Guam, he ranked #6 in the Democratic Party during the Primary Election. On September 2022 during the General Election, he took the 8th seat in the 37th Guam Legislature Body. He is currently the youngest serving Senator.
